The project affects six kilometres of the A-7 motorway as it passes through San Pedro But San Pedro’s Deputy Mayor, Miguel Troyano, has expressed his doubts over it being completed within the next few months.

OHL has promised that before the end of the summer, the surface work will be completed and efforts will be focused on the tunnel, which will be one kilometre long.

The Ministry of Public Works, which is financing the project, gave it a budget of €65m, which it plansto stick to, as well as the prevision of completing it before 2012.

Work began more than four years ago in order to stop the motorway from dividing the area in two, and do away with the need for traffic lights and pedestrian crossings to make traffic flow more fluidly.

The town hall plans to complete the project with the creation of a 90,000 square metre park costing €6m above the tunnel.

Felix Romero is very satisfied with these low figures and he attributes them to the efficiency of the Local Police force. Marbella is such a popular tourist destination that its population during the summer months rises to over 50,000 and this makes the job of the police even harder, as he points out.

The 36 arrests in July make 2011 “one of the quietes summers we can remember”, says the councillor, who also takes the opportunity to stress that the Local Police provide a first class service. In just that one month, officers removed 767 badly parked vehicles from the streets to ensure that traffic could flow freely and there was no congestion, and they are issuing fines against 76 people for contravenng municipal regulations in one way or another.

Thousands of calls

During the month of July figures show that the 092 police command centre in Marbella responded to 8,194 calls. Although it will not be possible to compare overall figures for the different police forces until September. Felix Romero is extremely pleased with the situation so far and is convinced that a strong police presence acted as a deterrent against much more serious crimes.

On a different subject, one of the last council meetings recently approved 15 Town Planning proposals which will provide Marbella with better infra structure and will make it even more attractive for tourist and local residents. “The council services have worked really well during the summer” stresses the councillor for Publice Safety.

Regionally, the recently expanded airport accounts for 5.5 per cent of Andaluda’s economy.

This was revealed in a study carried out by the regional government, according to the Junta de Andalucia Delegate in Malaga, Remedios Martel.

She made the announcement on the same day (Tuesday) Spanish workers unions called off the two days of strike action planned this month following airport authority AENA’s decision to reinstate four workers at Barcelona Airport.

Malaga – Costa del Sol Airport employs 7,000 people and provides a further 50,000 indirect jobs, she said. The regional government estimates a further 200,000 jobs in related industries in the region – induding tourism – can be attributed to the airport.

Around 80 percent of tourists visiting Andaluda arrive at Malaga Airport.

Official estimates expect 13 million passengers will use the airport this year.

Martel referred to the airport as the ‘gateway to the south of Europe thanks to an investment of €l. 4 billion from the central government over the past years’.

Meanwhile, Malaga Provincial Tourism Minister Antonio 5ouviron said he expects a bumper summer in the region.

“Everything indicates that 2011 will be better than last year: average stays, hotel figures, average spends, and number of visitors;’ he predicted.

According to Ricardo Arranz, the president of the Andalusian Federation of Developers, sales of property have shown signs of reviving in the last few months, in Marbella and some other areas on the Costa del Sol, on the back of discounts of up to 40% off the original selling price. This is the first time the market has seen positive movement and Arranz believes it could be the beginning of a trend which marks the way out of the crisis.

Marbella has historically experienced the affects of a property revival before other areas. During the last real estate crisis of the late 80´s and early 90´s, the sale of second homes began to pick up in Marbella in 1989 and over the next three years spread to other areas of the coast. This recent movement is the first since 2004 when the slow down began.

Other areas, such as Benahavis and Estepona, where they have less finished housing stock remaining unsold because construction had ground to a halt in the wake of the developer scandals, they are also seeing some movement. The lower stock levels should mean that they can return to a normal market faster than other areas where sales are most stationary.

Arranz also said that a sales recovery is very much in the hands of the banks who are needed to finance house purchases and offer good deals to potential buyers. Topping the lists of current buyers are the Spanish, Central Europeans and Russians and it is hoped that interest will continue to grow from the German buyers to replace the loss of the British market which remains flat.

High Prices

In Marbella, most recent interest has been in property between 300 and 400,000 euros, but houses in the three to four million bracket have also been sold. The level between those two, the 500,000 euro to the one million mark, is proving the hardest to sell.

For the rest of the region the outlook is still uncertain with sales slow or non-existent. The provincial capitals are faring best because, as always, there is a demand for homes from first time buyers.

One other area to be riding the storm successfully is the Canary Islands, who it seems have benefited from the unrest in North Africa.

The project is currently in a tendering stage, with bids reported to have been made by the Qatar sheikh Nasir Bin Abdullah as well as some large Spanish companies and a handful of banking institutions. Fernando Acuna of Pisos Embargados de Bancos, a Madrid-based listings website, noted that there are currently about 100,000 foreclosed properties on the market.

Speaking to write-about-property.com, he predicted that this figure could triple in 2011 due to new rules enacted in September which have forced Spanish banks to be more open about their seized assets and to write down the value of all two-year old property assets by at least 30 per cent.

The website commented that such a trend is likely to spur Spanish property investors as prices are revalued.

“There finally seems to be a realisation that they [the banks] must acknowledge losses and start to think about real values if the market is to be able to move forward,” it said.

“In short: they need to cut their losses and move on.”

Property in Marbella and the Costa del Sol is expected to see a major revival this year, as buyers and purchasers collectively look to move on from the economic turbulence of the previous two years. The beginning of last year was incredibly slow for Marbella property, but once developers began making discounts of between 20 and 40 percent sales picked up markedly, a trend which is currently showing signs of longevity.

There are a number of reasons to think that the rebound seen in Marbella real estate market in the first quarter will continue to build throughout the year, including:

1: Illegal Property Issue Resolved

For those that don’t know, the Marbella property market was rocked by a major corruption scandal involving developers, agents and the government. Some 18,000 properties were illegally built, and it was thought that they would need to be demolished. Since then the administration that took over has legalised over 17,000 of the properties, on the proviso that the developers in question donate land to the equivalent for parks and the public benefit.

This happened at the tail end of last year, and has allowed Marbella to start rebuilding its reputation. A new development has already been announced, and the Mayor, Angeles Muñoz has recently unveiled phase 3 of Marbella’s reinvention, aimed at making Marbella an open city for foreign investment.

2: New Developments will reawaken the Market

Now that the illegal properties have been legalized, and developers are finally getting through their existing stocks, it is a fair assumption that the recent announcement of a new Taylor Wimpey property in Marbella will not be the last this year.

New developments bring a new wave of enthusiasm and promotion, and often a new wave of publicity. Some new developments and some new and good publicity is just what the Marbella property market needs to reawaken.

3: Prime Property Currently Outselling Other Classes

Prime property is currently seeing more sales, and faster growth in sales than all other classes. This is reportedly because the wealthy have not been affected by the crisis and are dominating the market. They are taking advantage of the fact that they have the cash to buy to excellent deals on top properties, and they are putting their money into tangible assets for fears of currency devaluation.

Marbella is Spain’s premier tourism spot, with celebrities such as Dolf Lundgren, Antonio Banderas and Melanie Griffith, Sean Connery and Joan Collins all living, having lived or having holidayed on a regular basis. Thus, property in Marbella comes under the classification of prime property, and as such is benefiting from a continuing rise in both enquiries and sales since the end of last year.

Whilst it is undoubtedly still early days, an increasing amount of good news seems to be emanating from the major Spanish property developers, which can only bode well for the future of the Marbella property industry.

Today´s house hunters have learned that visiting estate agencies and noting down telephone numbers on For Sale signs is not the only road to go down. A search for a property also involves scanning the websites of banks and other financial institutions that are trying to sell their growing stock of repossessed properties.

While there are no official statistics, a search through ten such websites comes up with more than 1,500 properties in the province of Malaga, a figure that continues to grow as owners fail to meet their mortgage repayments. The banks are keen to sell these properties at all costs and offer heavily reduced prices and favourable credit facilities. In fact buyers interested in homes that have fallen into the hands of the bank find they are offered mortgage arrangements that would never be offered on the normal market. For example some buyers have been offered 50 year mortgages for 100 per cent of the value of the property with no commission. Meanwhile for other buyers who have set their sights on properties in estate agents´windows, finding a mortgage is practically mission impossible.

The practice has sparked criticism from the developers who claim that the way in which banks are trying to get rid of their properties is “unfair competition”. “They should offer the same conditions to all buyers, but they don´t”, complains Jose Prado, the president of the Provincial Association of Builders and Developers. Proof of this, he claims, is the future of the plan set up last year by the Junta de Andalucia (Andalucian Regional Government) in collaboration with banks in an attempt to sell the growing stockpile of properties. Since then only ten sales have been finalised through the system. Prado goes on to say that this is due to the excessive requirements imposed by banks on those applying for a mortgage when buying a property from someone else.

Bancaja is one of the institutions that offers better finance conditions to people who buy properties via their own website. For the first three years the new owner pays no capital or interests and can obtain 90 per cent of the property value. This is also one of the institutions that has recovered the 50 year mortgage offer.Others, such as Santander, Caja Madrid and Caja Mediterranea offer the total value of the property and attractive interest rates to buyers of their own repossessed homes.

Angel Yague, who coordinates the Andalucian Institute for Financial Studies, also believes that strategies being used by banks and “cajas” could amount to “collusion affecting free market competition”. He adds that the tactic will by no means serve to get the property market out of its rut.

Good news: after two long years of holding its breath, the property market can now breathe deeply again. There are indications that things are picking up, albeit in a rather timid fashion.

The statistics released by the National Institute of Statistics (INE) states that in August 2010 25.6% more properties were sold than in the previous month and 29.5% more than in August 2009 when 1,821 homes were sold.

The luxury housing market is also experiencing a boost with “important” sales going through in areas like Marbella, last month according to the president of the Federation for Residencial Tourism in Andalucia. Ricardo Arranz. In his opinion the situation is continuing to be seasonally influenced although he thinks that 80% of the property for sale at the moment is “ìmmovable”. The increase in interest has been from Russian, Arabic and German markets.

Another sign that things are improving is the increase in occupation levels in hotels which have been good this summer

The property sales figures for August 2010 have been the best since May 2008, when 2,745 homes were sold.

Developers and real estate experts agree that this is very good news for the industry and is evidence that the property market, (together with tourism, the bench mark of the Spanish economy), has touched bottom and is now starting to rise again, albeit very slowly. To move existing “stock” and keep the rise steady, it will be necessary to adjust prices and make access to finance easier.

During the fisrt quarter of this year, the foreign sector (mainly German) bought 1,814 dwellings, 20% more than in the same period in 2009.

The Minister of the Andalusian Economic Analysts, Francisco Villalba, says that the quality of homes on the Costa del Sol is a magnet for foreign inverstment. “The economies of Germany, France and the UK are gradually coming out of the crisis and are encouraging more sales which is a vast improvement on the previous state of affairs”, he adds. The statistics conclude that Malaga, after Alicante is the province where foreigners buy the most property.

The province delegate of Public works in Malaga, Enrique Benitez, also spoke yesterday of “moderate optimism” for the future of the property sector, however Angel Yague of Andalucia`s institute of Financial Studies warned that it was important that banks open the way for loans and mortrgages.

International investors flocked to buy Spanish bonds on Tuesday amid rising hopes that Madrid had averted a financial crisis and would not have to use emergency bail-out loans.

The Spanish raised €6bn ($7.6bn) in 10-year bonds, with orders rising to €14bn in the space of just a few hours, as many international investors bought the country’s debt for the first time in months.

Ralf Preusser, head of European rates research at Bank of America Merrill Lynch Global Research, said: “Spain looks like it is tackling its banking problems with the reorganisation of its saving banks, or cajas.

“Many of these troubled banks are being merged and the country has set aside about €10bn for recapitalisations; although this is lower than what the market thinks is needed, at least it shows Spain is taking action.”

Other strategists said Spanish pressure on the rest of Europe to release the results of bank stress tests, due for publication later this month, had reassured many investors over the health of the country’s financial system.

Spain, which has set in train tough austerity measures, such as cuts on public sector salaries, designed to reduce its budget deficit, is not considered as big a risk as Greece as its debt to gross domestic product is relatively low.

Worries over its savings banks have deterred investors from buying the country’s debt in recent months, however, as it was feared that Madrid would be forced to use emergency European Union funds to help save struggling banks. Spain increased the size of the offering from €4bn to €6bn because of stronger-than-expected demand, the majority of which was from overseas buyers for the first time in months.

Investors were also attracted by high yields, with the deal pricing at 4.87 per cent, 20 basis points higher than existing debt and 82bp higher than Italy, which has a lower credit rating.

The large number of international buyers was the result of Spain syndicating the deal rather than selling the bonds through a traditional auction.

This means bankers actively go out into the market and pitch the bonds to investors. Banks that managed the deal were Barclays Capital, BBVA, Caja Madrid, Crédit Agricole, Deutsche Bank and Santander.

Some investors warned, however, that Spain still had a large amount of bonds to issue this year, with less than half the targeted amount raised in the first half of the year. At the end of June, Spain had issued €47bn of its annual target of €97bn.

There was also strong demand for new bond issues from the UK and Austria on Tuesday. The UK saw demand for £3.25bn of 10-year bonds covered 2.45 times, while Austria successfully sold €1.32bn of bonds maturing in 2015 and 2020.

Costa Living is Lower!……..

The Irish love affair with Spanish property has cooled in the past 18 months. With plunging property values, an unstable economy and a volatile banking system (not unlike our own), Spain has proved to be a dud deal for buyers. So why are the Irish returning? Estate agents in Spain say that since February investors from Ireland have been creeping back into the property market. Inquiries are up, primarily from cash-rich buyers or those who sat on the fence at the peak of the market and have watched prices tumble ever since. “The Irish are clever and can spot a bargain,” says Geoffrey Donoghue, who moved to Marbella from Dublin nine years ago and runs his own property company www.alwaysmarbella.com “People certainly held back in 2009. But these people realise that they cannot put their lives on hold because of the recession and they cannot put off that retirement date, so are getting on with their lives.”

Geoffrey says “anecdotal evidence shows that the number of Irish buyers in Marbella and the Costa del Sol has increased from nil to 20 a week in two months”. This is based on feedback from other agents. Geoffrey sold five apartments in Jardines del Albaicin to Irish buyers. Another six potential buyers are due to view the development.

Bank repossessions, discounted top-end homes and half-price new properties offer the best value. In Puerto Banus, luxury villas have been slashed from €4.3m to €2m, a two-bedroom, ground-floor apartment that previously sold for €275,000 is on sale for €165,000 and a four-bedroom house that sold for €440,000 three years ago now has a €275,000 price tag. That one is a bank repossession, owned by a British couple who failed to meet one mortgage repayment.

It’s not just the Irish who are seeking cheaper properties: the British and Norwegians are also making inquiries. But it is the Russians who are the biggest buyers.

“When there were no other buyers in the market, our Russian clients kept business ticking over, buying two and three properties at a time,” says Geoffrey. “They have kept the high end of the rental market stable, too. For example, we rented a luxury villa for three weeks in May to a Russian couple and their dog for €3,500 per day, excluding utilities. A lot of the better villas have already been booked for July and August of this year.”

A survey published by Savills International and www.homeaway.co.uk, a British property website, found last month that the overseas second-home market in 2010 is likely to be characterised by cash rich, lifestyle property investors keen on bargain prices. Spain was identified as one of the top 10 destinations, behind France but ahead of Portugal.

Conflicting reports have emerged about how property is performing in Spain as it struggles to emerge from the downturn. Some Spanish newspapers reported that the property crash was over last month, using the latest figures from Spain’s National Institute of Statistics (INE) to support their claims. The INE figures revealed a slight growth in the number of house sales in January of 34,000 — an increase on the year before of 1.4%. However, according to the latest real estate price index published late last month by Tinsa, the Spanish real estate consultancy group, residential property prices in Spain fell nationally by 5.5% over the 12 months to the end of February. Tinsa, whose figures are based on valuations, not sales, found that prices have fallen 15.7% nationally and 22% on the Mediterranean coast since the peak of the market in December 2007.

Financially troubled and debt-laden, Spain is making efforts to emerge from the collapse, including making its market more attractive to foreign investors once again. Under pressure from the European commission, and finally realising the importance of foreign buyers to its market, Spain has amended some tax laws, namely those aimed at non¬resident property owners.

Following a request by the commission, Spain must amend how non-Spanish residents are taxed on their gross rental income to bring the process into line with Spanish residents. Since 1978, any non-resident without a permanent home in Spain was at a significant disadvantage, taxed at 24% on their gross rental income without any allowable deductions for expenses. The changes, effective since January, mean that non-residents can write off expenses against rental income. Under the old regime, an Irish tax resident receiving €10,000 a year in rental income, with €7,000 in expenses and mortgage interest repayments, paid 24% of gross income, or €2,400. Now, the €7,000 can be written off against the in¬come, so the tax due is €720, a saving of €1,680 for the non-resident.

“Non-resident investors have always had an understandable chip on their shoulder about having to pay 24% on their gross income while a Spanish resident was taxed only on their net income,” says Colm Murphy, of Property Tax International, a firm specialising in tax on the foreign property market.

The EU ruling could prove to play a major role in the revival of Spain’s collapsed property market.
